Imports of firearms, cartridges and explosives into Mexico are regulated by the “Agreement establishing the classification and codification of goods whose import or export is subject to regulation by the Ministry of National Defense.”, and the authority enforcing it is the Directorate General of the Federal Register of Firearms and Explosives Control, which reports to the Ministry of National Defense.

Smuggling weapons, ammunition, cartridges, explosives and related chemical substances into Mexico is a criminal activity punished by the Federal Law on Firearms and Explosives. Punishments:
Rifles and pistols powered by compressed gas in pressure cylinders with CO2, carbonic gas, or any other regulated substance under the rules of the Federal Law on Firearms and Explosives, and paintball ammunition must come with a special import permit from the Ministry of National Defense.
Note: In Relation to the items listed on the first bullet point, although they do not require a special import permit, the goods are subject to inspection by the relevant customs authority, for the sake of National Security.
